Seriously... how often do *women* just randomly "hello" or initiate conversation other women out in the world, when compared to the number of men who randomly "hello" at women (etc.)? And How often to men just randomly "hello" or otherwise initiate conversation at other men out in the world?

On my observation, it is far more frequent for strange MEN to try to initiate interaction with strange WOMEN. Because they feel like they have a license to do so. The very definition of entitlement complex.
