The Korean situation is somewhat unique, not about Ukraine, but about the actual situation on the ground in Korea. The fact is that even a conventional conflict on the peninsula will lead to mass civilian casualties possibly far exceeding military casualties. The location of Seoul within easy range of even the most conventional artillery, of which NK has huge amounts, means it is hostage and Target One if things turn bad. Seoul is one of the world's "Megacities" of which there are only 34 with a population of nearly 10 million souls. That is a lot of hostages.
