Where possible, pair of Fema workers with National Guard troops or other trusted military/authority figures capable of and allowed to shoot guns. Whenever a Fema worker came under fire of any kind... word, deed, or ammo... shoot at and at least wound the militia members doing the threatening.

People, we are NOT going to get these people back to living in a society once again, unless it's their own society, alone. So, if you don't want to split up the country (TOO many problems in doing that, tho I think they could be worked out), and you dont want to deport them to Russia, Hungary, or Somalia and strip them of their U.S. citizenship, then the authorities are going to have to do more than hand slap and call them names.
