so that it could prosecute crimes against humanity that the ridiculous US presidential pardon prevents?

But I'm not holding my breath. More likely, it'd just stop Miller visiting civilised countries, and restrict him to Russia, China, North Korea etc. Which are probably the only places he wants to go anyway.
