Cannon sits in Fort Pierce. Even if you included her with the judges assigned to the Miami Division, there are something like 17 judges, active or senior, to whom the case could've been assigned.

Not sure where you got the idea it was 50-50 to get Cannon, but that's just plainly wrong and you should edit your post.
