the county board has discussed a warning system along the river several times and was told their current system was worthless

in the words of the kerr county judge (the highest elected official in the county) “this is the most dangerous river valley in the United States and we deal with floods on a regular basis.” and yet when asked why they dont have a warning system on the river he said “taxpayers wouldn’t pay for it.”
