The key point is extra-judicial violence. For example, arresting someone is violent (taking away liberties by force or presence of force) but authorized judicially and governmentally (almost always, there are exceptions).

Likewise, Ukraine is exerting violent force that I advocate for and feel is very appropriate because they are defending their freedom.
