to set up Zelenskyy by an unsupported promise to deliver Tomahawk missiles to Ukraine. The idea was to build a false hope, have Zelenskyy leave his country at a critical time to go to the White House to close the deal, and then have Trump attempt (again) to browbeat Zelenskyy into surrender to Russia.

Trump never intended to deliver those missiles.
