... and twenty minutes of huddling on the floor and closed-door maneuvering to decide what to do. It took more than an hour for them to decide because the voting was still open because the gavel was not lower to end the voting. The three votes from the first round could then change their votes, which two did—after agreeing to do so behind closed doors before publically announcing their votes.

The Congressional record should have an asterisk on the entry detailing the post-vote maneuvering to gather the 218 votes needed.
