Seems that if the rider isn't stricken, medical marijuana patients are no longer protected that possess a medical card as existing policy that protects state medical marijuana program will not continue.

By doing the constitutional duty does this not mean that the prohibition will be protected as well?

In other words: MEDICAL MJ PATIENTS ARE NO LONGER PROTECTED
