So now supporters of public education have to be supporters of legal marijuana? In many cases, this will be the case. But the two have nothing to do with each other, and by tying the two, Gillum forces people who support one but not the other to make a choice to support or not to support the initiative that they should not have to make. It's just going to both weaken public education and reduce support for legal marijuana.

And more generally, the funding of schools should be from general funds. Not tied to a specific tax.
