What it means is that you are unable to buy bud form of medical marijuana unless it is in a prepackaged form that can only be vaped, not smoked. And I am sorry, but vaping is disgusting and you don't receive the full effects of the pot. They are making it more difficult for the consumer and usurping the will of the people.
