5. OK. Yeah, I looked it up and it's not that he just gets to rewrite the law.

It's a shot to have it his way or the original way. It gives the governor a taste of the powers of a prime minister, almost, because he can force a vote on his preferred legislation. But the legislature can override it. Thanks!
