2. The Navy is established in the Constitution, the Army is not

The Army is still funded biannually by each new Congress. The Founding Farhers feared a repeat of what they had seen done by the Crown and in other countries in regards to the overuse of an Army. This explains the Third Amendment - quartering.


The Navy is not something the citizenry can really be expects to do so the Navy was established. The Army, at the time, was comprised of militias and they wanted that to continue while protecting militia members from excessive use of power - namely in creating a private army and taking guns away from
Militia members.
