We don't use "Fix the damn candidates" model instead of focusing on the actual causes, because those who are insisting that the problem is the candidates ignore systemic issues. That is why they will always raise the bar. No candidate will ever be good enough. Any systemic cause will never be the reason. Then, when nothing changes, it will again always be the candidate's fault. Get a better candidate! Don't dance to that tune. Focus on the actual reasons instead, because those are based on systemic issues that need to be fixed.
