Seeing some proof of basic safety and proficiency with a firearm is not too much to ask. Some people should not even possess firearms much less carry one. And some people are very responsible and can be trusted with any type of firearm. There should be a basic simple test that all must pass before any kind of carry. Anyone who passes this test should not be harassed by the authorities.
