17. Actually, it was founded to promote civilian marksmanship and safety

After the Civil War, the War Department was concerned at how poor the Union Army marksmanship was, compared to the average Confederate soldier. (Mostly an issue of agrarian versus urban troop sources)

But several Union Civil War Generals founded it to develop a higher level of shooting skills and generally promote the shooting sports.

Ultimately, it developed the international shooting competitions that are now part of the Olympic games at ranges like Creedmoor.
