Don't wait for the govt and have them require a 1,000 page checklist that will confuse and diffuse the idea. After some time passes and what works and does not work can be reviewed against real life effects, then we can go to the govt to use it at a model. If repubs are still running congress we'll have a couple of more kill Obamacare and half social security payments attached, but we can deal with those when the time comes.
