3. Yes, nopal cactus generally blooms in June

and the fruit is in supermarkets in August or so. The fruit by itself is superb.

The cactus is also edible but needs a lot of desliming.

I understand it's now invasive in southern Europe, that's probably one source for the jelly on your part of the planet.
