Who does this division benefit? Who's setting up the region for more?

I see Libertarian Rand Paul has refused to bring the Senate bill to the floor for a vote, the bill funding Iron Dome.

I guess he thinks funding a war would be cheaper than funding protections for vulnerable nations in that unsteady region.
