to forcibly evacuate tens of thousands, if not hundreds of thousands, of widely scattered, heavily armed civilians who commute to Israel for work.

Israel had no choice but to leave the Sinai. Too large, too far from home, too difficult to defend, no legal claim to it. Even though Israel 'won' the Yom Kippur war, it revealed that they had overextended themselves.

They don't get a ribbon for doing what they had no choice to do.
