NK is keeping their best in NK to to garrison against possible civil unrest. 10k to 15k "battle hardened" cadres will not make a splash in a standing army of the size of NK, particularly since the best armed most ideological trusted troops remain in NK.

An army with a track record like Russia's is not the teachers I'd want for my troops.
