4. I agree! Steel jawed leg-hold traps are illegal in CA.

The relevant postion of California Fish and Game Code section 3003.1 reads:

It is unlawful for any person, including an employee of the federal, state, county, or municipal government, to use or authorize the use of any steel-jawed leghold trap, padded or otherwise, to capture any game mammal, fur-bearing mammal, nongame mammal, protected mammal, or any dog or cat.

But Hawaii does even better than CA. Hawaii bans any commercial or recreational trapping on public land.
