When I lived in Columbia, SC, Richland County and the RTA were very keen on the complete streets philosophy. But they wanted to levy an extra 1% tax in order to pay for it, so naturally the people voted no. People rarely vote for extra taxes, particularly in the South when there's a fear that "those people" might benefit from it.
