18. Tim Kaine of VA or Brian Schweitzer of Montana. Here's why:

Tim Kaine, if he can attack hard enough and be a bit more dynamic, would be a great choice. He brings regional balance as a southerner from VA, has a great relationship with the Hispanic community and speaks Spanish, would be replaced in the Senate by an appointment from a Dem governor, and is from a swing state so could help turn it blue for us.

Schweitzer brings outsider and regional balance and could help turn Montana blue which is possible.

Another good choice might be governor Inslee from Washington though Washington is already a blue state. He does bring regional balance.

Beccera is very impressive, but can he attack hard enough? He brings regional balance, but CA isn't a swing state.

In a perfect world, I'd pick Sherrod Brown, but he'd be replaced by an R governor who would appoint an R and we don't want to lose that seat in the Senate.

I say Kaine and Schweitzer are the best choices.
