Why would someone even think this was okay? No protection for the horse, and if he decides to jump over side (said to be going 70 mph on the clip), he's going to be dragged by the reins until they snap. Then he's hit by the following cars.
No matter the circumstances, the horse should have been confiscated on the spot, and this guy never allowed to have horses again.
