If Kay Hagan(D-NC) won re-election in 2014, who would be appointed to replace her in 2019? [View all]

Hagan-D lost re-election in 2014 to Tillis-R by a 1.5 percent margin and passed away in 10/2019.
If Hagan-D survived re-election in 2014 and died while in office in 2019, Governor Roy Cooper-D would have appointed Hagan's replacement who would have to face re-election in 2020?
Who would have Cooper-D appointed?
Would Cooper-D have appointed NCAG Josh Stein-D to Hagan's US Senate seat in 2019 if Hagan-D survived re-election in 2014?
