If you round down at 0.59 and up at .60 then you end up with 568 in congress with PR (5) and DC (1) based on 2019 population estimates. https://www.census.gov/data/datasets/time-series/demo/popest/2010s-state-total.html.

If you round up at .5, then SD, PR, UT, and AZ get an extra rep each.

California jumps up to 68 and Texas would have 50.

The electoral college becomes 674 (or 678).

It would certainly reduce the tyranny of the minority in the EC.
