If the phone is set to have "Do not disturb" turned on, it WILL ring if somebody listed in the Contacts list calls (and won't ring if anyone else calls) but it won't make a sound when receiving texts from anybody, including numbers in the Contacts list. "Do not disturb" is controlled from the Settings.
