I would recommend the "Teach Yourself Visually" books -- the PS book is "Teach Yourself VISUALLY Photoshop CS5" by Mike Wooldridge. Although I've been working in PS for 20 years, so don't need a beginners book, I've used the TYV books for many other topics and can say they are the best for learning new applications.

Also, if you plan to use PS for digital photography, my favorite book is "The Adobe Photoshop CS5 Book for Digital Photographers" by Scott Kelby. It has lots of step-by-steps and clear explanations for everything you would need to do to digital photographs with PS.
