I'm not sure where that comes from. It appears to me that postal votes are sent to the local Returning Officer.

Or are you just saying "Royal Mail is now a private corporation"? Well, yes, but if you think Royal Mail has a large scale operation to divert the mail, then you're saying "never send anything by post". So vote in person.
