I'm not surprised that the residency program would make a move like this one, but they've just killed his career. It's nearly impossible to pick up at another residency if you a released after the third year. He's being blackballed professionally because most every program will look at that as say "this guy couldn't hack the responsibility of being a senior resident", even if they hear his story.
