President is on the ballot in every state. SCOTUS ruled that states can't have a mishmash of rules regarding kicking a presidential candidate off the ballot once a candidate has met all the state ballot access requirements.

Congressional candidates run only in one state and fall under the ballot access rules of that specific state.
