She took an amphetimine the night before. Even meth has a very short window where it would impair you. Cannabis can be detected in your system for a month after you use it. Again, no direct impairment unless she just consumed it.

This sounds like this was a case of distracted driving by an idiot. Not really an "on drugs" issue.
