Something like that would only apply to those charged with federal offenses.

IMHO, whether he would do it or not will depend on whether he considered their attempt a "failure" since the ultimate goal was not achieved ("losers" ) or whether doing so would make him the "benevolent despot" and be used as a "reward" for the attempt.
