13. Regarding pardons

as much as I know people are assuming that something like that might be done, there is actually a process and paperwork that is filed for legal purposes, which obviously would include the individual's name/address/criminal situation and other info in order to carry out the power. I.e., there are options for legal adjudication of crimes that include a "commutation" (which keeps the charges in place but commutes any prison sentence) or the "full pardon", that would expunge the record and throw out any prison sentences.

He could cherry-pick people out of those masses who were arrested/charged and consider them for either option (and those interested usually have some advocate who will submit a formal request), but administratively, a hand-waved "mass pardon" wouldn't work.

If I recall correctly President Obama,, just before he left office, had pardoned something like 300 people who had been charged and imprisoned for certain offenses related to drug use/possession that were a result of the disparate application/impact of the law on minority communities (e.g., related to drugs like crack cocaine that resulted in longer sentences than powder cocaine, etc).
