Are the shooters out to kill innocent people? Or are they trying to cause mass panic?

I hope there are casings nearby with perfect fingerprints to be lifted. A yes to either above question would be a felony. Attempted murder vs. an act of domestic terrorism, unless it can be proven to be a hate crime. Then the sentence would be more severe.

In today's America, having the wrong bumper sticker could incite a hate crime. I hope the statutes are caught up with people's emotions.
