any surplus funds in any Department have long been used up. Borrowing funds is now how it is done.

The disaster of our 40 million dollar Unemployment Services Hardware and Software is not helping. Some people have not yet received a dime do to major flaws in that system. And to top that off,some had their Payments stolen by fake applications from outside the state by hackers. The Experian Hack of a couple years ago is coming back with a vengeance.
