I don't think they can stop it, but every little bit helps. “Scam Likely” spoof other numbers to avoid detection.

We use a black list ( call blocking) and a white list, only white listed phone numbers can ring our phone and everything else either goes to voice mail or rings continuously on their end but not ours. Whenever we get a unwanted voicemail we block the number and it can no longer leave a voice mail or ring our phone, it just rings continuously on their end. The problem is the robo callers spoof other numbers, we may block one number then in a few days the same robo caller using a different number will leave a voicemail and many times they use local numbers from nearby communities. I am guessing we average 1 or 2 unwanted voicemails a week.
