There are plenty of famous statues and paintings with women topless some of which are in public view. Society really has to get over this hangup.

I've seen better sculpting than on the seal but the women's breasts being exposed is a big 'meh' for me. Changing the seal will cost taxpayers money, is this really that big a deal with the dirty minded versus improvements that would actually help and/or benefit the community?
