The idea came about as a reaction to 9-11.

The Enhanced is something the border states pushed for and offer. If you travel to Canada (like we do now that I found my paternal bio family up there), Mexico or the Caribbean it's very handy. If you have a current passport you don't truly need either though.

Oh and I agree about the blue and 'gold' plates. They're just as unattractive to me now as they were in the mid 60s/early 70s.
