2. $15,000 does seem excessive for a retention bonus.

I don't know what the pay difference is between Santa Fe and the other competitors, but I was the best salary increases I ever saw was at the beginning of my career when I was promoted and jumped about $3,500 and when I changed jobs for about a $10K increase. I realize that being a police officer is a risky job, but demanding a $15,000 bonus seems arrogant.
