1. This reminds me of Texas. They have been actively banning ordinances by local governments. Austin's

ban of plastic bags, several cities banning fracking, mandatory sick-leave laws, protesting pipelines. In Texas almost every city votes Democratic but most of rural Texas and all state-wide elected officials are Republican. The GOP is afraid to let the majority decide what they want - nanny government at its best.
