2. The bid process governments at all levels use is horrible...

as an example, we put roadwork out to bid and use the lowest (or next lowest, if the lowest is too low to believe). So we end up with lousy roads.

In Germany, they set the minimum specifications and tell how much they will pay. The bidding is on how much more the contractors will put into the road for that money. They also have a way to prevent the contractors from going bankrupt so they get out of warranty work. Here, we just bid out the repair work if a road is screwed up.

Back in the 60's, when I got drafted, at some point in basic training the instructor said, "And whatever happens, just remember that every piece of equipment we give you was made by the lowest bidder."
