totally acted correctly, and the president of the federation will whine about how the police chief and the mayor are so unfair to the cop who was of course afraid for his life.

This is an awkward situation for the police department and the federation, obviously. The officer in question is a Somali immigrant, and the victim was an unarmed white woman in her pajamas - the person who had made the 911 call in the first place and went out to the alley to talk to the officers when they arrived. How on earth do you explain something like that? They probably can't think of any excuse at all.
