"... to starting a search ..."

I'm not sure what that means. Do the police have to open the door, notify the residents, get some type of acknowledgement, and then wait 20 seconds? My concern is, the way that is written, the police can show up, wait 20 seconds, then open the door and proceed inside. I assume that they can't actually do the latter, but I do wonder what is required.
