I didn't run into any paywalls or encounter an extraordinary amount of ads, malware at the site. As far as viewing the article at the link, I suggest either using a private window or pasting the URL into a different browser.

The point of the editorial in the OP was that every day that the Legislature is in session it costs taxpayers $30,000. The GOP House didn't adjourn in May so this has been an extremely long session without much passed legislation. The editorial questions the wisdom of allowing the Legislature to call itself back into session and that the authority that they have creates a de facto full-time Legislature.
