1. He learned from Trump. Simply announcing an investigation taints public opinion.

Trump famously asked Zelenskyy to "announce" an investigation into Hunter Biden. He didn't care if the investigation actually happened. He just wanted a weapon to use against the Biden family.

Trump wanted his Justice department to "announce" an investigation into 2020 voting "irregularities". He didn't want an investigation to actually happen. "Congress will do the rest." He just wanted the spectre of an investigation to create a hook that conspiracy theorists could hang their hats on.

The old "if there's smoke, there must be fire" gambit.
