It appears that my initial take is off-base as well.

The state just filed its response to the emergency filing yesterday. We might read some support for the law into the fact that they didn't push the parties for an expedited briefing schedule, but we can't really read much into a lack of denying the emergency motion within seconds of receiving the response.
