1. Is it just me or is that a horribly written article?

I think the gist of it is that groups of people (with similar interests) in districts can vote as a group provided they have met 3 times before the board. Correct?

So voters choose which group to vote with?

Why not make this easy and say do something outlandish like One Person/One Vote?
